The Longhorn Council’s Hillsboro Good Scout Luncheon honors a distinguished citizen of the Hillsboro community whose leadership, service, and commitment reflect the core values of Scouting. This gathering brings together community leaders, business partners, and supporters to celebrate an individual who exemplifies integrity, dedication, and a deep passion for strengthening Hillsboro. Proceeds from the luncheon support local Scouting programs, helping cultivate the next generation of young leaders.

This year we are honored to recognize Dr. Thomas Mills. Dr. Mills became the eleventh president of Hill College on August 1, 2022, bringing more than three decades of higher education experience, most of it in community colleges. His leadership centers on the belief that Hill College changes lives, guided by four strategic pillars: student success, enrollment and program growth, workplace satisfaction, and strong community and workforce partnerships. He has emphasized intentional planning, a culture of care, and the development of a comprehensive capital master plan to position the college for long-term impact and excellence.

Before Hill College, Dr. Mills served as vice president of academic affairs at the Trinity River Campus of Tarrant County College and spent 16 years at Seminole State College, where he rose from instructor and coach to vice president, helping nearly double graduation rates. He also previously taught and coached at Rose State College. He holds a Ph.D. in Biochemistry from the University of Houston, a B.S. from the University of Central Oklahoma, and an associate degree from Rose State College. Known for building strong community ties, he enjoys family time, outdoor activities, and hands-on projects.
