What does that patch represent?" "What did you do to get it?" "Where does this patch go on my uniform?" Among Scouters, even veteran ones, these questions are frequently asked about patches or awards, which can be earned in, or are recognized by, the Scouting program. Scout leaders learn quickly from training that rank advancement, is the heart of the Boy Scout program. All activities planned by a unit should help its members advance in rank, and each Scout should strive toward successive replacements of his rank badge until he can wear the Eagle badge. In addition to the standard patches for rank and merit badges are those recognizing non-advancement awards and opportunities, which embellish the Scout program by allowing for a wide variety of meaningful unit activities. Some of these awards are available to all in Scouting, others are limited to youth or to adults, depending on the nature of the award and its requirements. Often unit leaders are uncertain about which of these non-advancement awards are available, let alone the requirements for each, since there is no common information source about them.

This manual provides information on all current insignia recognized nationally and/or by the Longhorn Council, their requirements, and their proper placement on the Scout uniform or elsewhere.
 
Insignia   Guidelines on wearing recognition Insignia: on the Boy Scout uniform:
  • Only Boy Scout approved awards or insignia should be worn. A badge is officially approved by the Boy Scouts of America by the presence on it of one of these three items: the name Boy Scouts of America, the initials BSA, or the BSA fleur-de-lis.
  • The uniform should not be cluttered with excess insignia of past rank or activities. Only one temporary patch should be worn at a time. Outdated temporary insignia, rank badges, or recognition's may be displayed on a patch vest, patch blanket, or similar medium.
  • A maximum of five (5) medals may be worn at one time on the uniform.
  • Embroidered square knots may be worn in place of some medals and other awards. Square knots are worn in horizontal rows above the left shirt pocket, with a maximum of three (3) per row. There is no official ruling on how many square knots may be worn, but custom has set a limit of six (6).

Additional Information:

  • Occasionally new opportunities and awards become available; and sometimes older ones are overlooked. Unit leaders are encouraged to look for other opportunities (oftentimes available outside of the local council), which can be very helpful in promoting a unit's program.
  • Be aware that periodically changes or additions are made in the numbering system for Boy Scout forms and information sheets, so such numbers given may have been superseded.
  • Several items which are out-of-date may be included in this manual for the Purpose: of reducing confusion or answering questions as to their availability or lack thereof.

PARTICIPATION RECOGNITIONS - YOUTH

Name: Attendance Pin

  • Purpose: To promote regular attendance at unit activities
  • Requirements: May vary with units, but generally means no unit event has been missed for a year
  • Insignia: Attendance pin, with bar segments added for each additional year
  • Worn: Just above left pocket flap seam

PARTICIPATION RECOGNITIONS - YOUTH AND ADULTS

Name: Service star

  • Purpose: To recognize tenure in Scouting
  • Requirements: Complete 1 or more years of registration in some capacity
  • Insignia: Service star(s) - may have numerals designating years of service
  • Worn: 3/8" above left pocket, may be raised as needed to allow room for other decorations; wear with plastic background color which indicates when earned: gold=Cubs; green=Boy Scouts; red=Exploring; blue=Scouter. No combination of more than 10 stars is allowed. Adults may use blue background for total service.

Name: Veteran Unit Insignia: (25, 50, 75 years)

  • Purpose: To recognize members of units with long continuous registration
  • Requirement Unit must have been registered continuously for at least 25 years
  • Insignia: Cloth strip with number 25, 50, or 75
  • Worn: Permanent patch worn between council patch and unit number on left sleeve

Name: World Crest

  • Purpose: To recognize membership in the world brotherhood of Scouting
  • Requirement: Participate in Boy Scouts
  • Insignia: Patch
  • Worn: Centered above left pocket, 3" below shoulder seam; permanent patch

  • Need form? No

Name: Badge of office

  • Purpose: To recognize the office currently held by a member
  • Requirement: Currently serve in office designated by patch; includes leadership positions (youth and adult) in units and adult leadership positions at District, Council, or National level
  • Insignia: Patch designating specific office
  • Worn: On left sleeve below unit number
  • Resource: Scoutmaster Handbook
  • Need form? No, although some Scoutmasters submit advancement reports indicating when members are elected or appointed to office

Name: International Activity Patch

  • Purpose: To identify Scouts/Scouters who have participated in an international Scouting event with recognition from BSA National office
  • Requirement:  Request an International Letter of Introduction from National office when planning to participate in an international scouting event
  • Insignia: Patch, ordered through Council (international caps, neckerchief slide, windbreaker are ordered from National)
  • Worn: Temporary patch on right pocket

PARTICIPATION RECOGNITIONS - ADULTS

Name: Veteran's pin

  • Purpose: To recognize a Scouter's years of service
  • Requirement:  Submit (to District) Veteran Application upon completion of 5 years of tenure in Scouting (counting time in BSA as a youth); additional Veteran Applications should be submitted after each additional 5 years registration in Scouting
  • Insignia: Pin or tie tac
  • Worn: Civilian wear only; not to be worn on Class A uniform; tie tac may be worn on formal uniform (i.e., blazer and tie)

Name: Unit Charter

  • Purpose: To designate that a Scouting unit is chartered by National BSA for one year
  • Requirement: Complete rechartering procedure annually by charter renewal date

SERVICE RECOGNITIONS - YOUTH

Name: Den Chief Service Award

  • Purpose: To recognize Scouts who have shown outstanding service acting as den chief
  • Requirements:
    1. Serve the pack for 1 year
    2. Attend den chief training
    3. Know the purposes of Cub Scouting and help Cub Scouts achieve them
    4. Be the activities assistant in den meetings
    5. Set a good example in attitude and uniform
    6. Be a friend to boys in the den
    7. Take a part in weekly den meetings
    8. Assist the den at monthly pack program
    9. Complete 4 projects: see Boy Scout Requirements: book
  • Insignia: Special shoulder cord
  • Worn: On left shoulder, under epaulet and arm; can be worn with den chief cords or alone when no longer serving as den chief

Name: Den Chief Award, Webelos Den Chief Award

  • Purpose: To designate a Scout serving as den chief or Webelos den chief
  • Requirements:
    1. Review the responsibilities of being a den chief
    2. Complete the necessary application form and have it approved

  • Worn: On left shoulder, under epaulet and arm

Name: Lifesaving or Meritorious Award

(Various levels of this award, depending on the significance of the deed, include Council Certificate of Merit, Medal of Merit, Heroism Award, Honor Medal, and Honor Medal with Crossed Palms.)

  • Purpose: To recognize Scouts who have performed an outstanding act of service of exceptional character while using Scouting skills and ideals
  • Requirements: Usually such an act would include a rescue, providing first aid, securing assistance, etc., for someone in need. An application describing the action must be submitted to the Council Advancement Committee within six (6) months from the date of the deed. The application requires an appropriate summary, signed statements, and photographs to assist the Committee in judging its significance. All applications considered to be above the Council Certificate of Merit level are referred to the National Court of Honor for final determination.

Name: Congressional Award (a Scouting-related, but non-Scouting, award)

  • Purpose: To recognize youth and young adults (through age 23) who have accomplished high goals in voluntary public service and personal development activities
  • Requirements: Vary with age, but all require service in voluntary public service/personal development/physical fitness or expeditions. Work can be done at same time as other Scout work. Numbers below show hours of service required and maximum time period between start of service being noted and recommendation.
  • Bronze medal (age 14-16) 100/50/50 within 1 year
  • Silver medal (age 17-19) 200/100/100 within 2 years
  • Gold medal (age 20-23) 400/200/200 within 3 years
  • Application must be made and recommended by Congressional Award Council from Scout's US Congressional District
  • Insignia: Medal (bronze, silver, or gold) presented by a member of Congress

SERVICE RECOGNITIONS - YOUTH AND ADULTS

Name: Order of the Arrow (OA)

  • Purpose: To recognize honor campers who have provided, and will continue to provide, service to Scouting
  • Requirements:
    1. Have completed 15 days and nights of camping (including one long term camp) under the auspices and standards of BSA within 2 years of election
    2. If elected as youth, must have attained First Class rank
    3. For a youth, must have approval of Scoutmaster attesting to his Scouting spirit, his adherence to Scout Oath and Law, and participation in troop activities
  • One troop election per year will be held under the direction of the OA Lodge. All Scouts in troop are allowed to vote. Only half of the Scouts eligible may be selected. Only those receiving votes from at least half of those voting are selected. Each troop committee is allowed to select one (1) adult per year for membership. This adult must satisfy all youth Requirements: except that of rank.

Name: National Eagle Scout Association (NESA)

  • Purpose: To recognize the fellowship of those who have earned Eagle rank
  • Requirements: Have earned Eagle rank as youth; make application to join; see council

  • Worn: On civilian clothes only

Name: Order of the Arrow Distinguished Service Award

  • Purpose: To recognize OA members who have given outstanding service to the Order on a sectional, area, regional, or national basis
  • Requirements: Individual must be nominated for the award, which is awarded by Region. Consideration is given to those whose service records are the most outstanding and extend the farthest beyond the local lodge level.
  • Insignia: Square knot, certificate
  • Worn: Knot worn above left pocket; certificate displayed appropriately

Name: Founder's Award (Order of the Arrow)

  • Purpose: To recognize OA members who show in their everyday life the spirit of achievement described by the order's founder
  • Requirements: Individual (either a Brotherhood or Vigil honor member) must be nominated by the OA lodge (the award cannot be directly applied for). The award is approved by Council. If a lodge requests that 2 awards be authorized to it for a single year, one of them must be presented to a member under the age of 21.

SERVICE RECOGNITIONS - ADULTS

Name: Scoutmaster Award of Merit (replaces NESA Scoutmaster Award)

  • Purpose: To recognize Scoutmasters who have a record of proper use of Boy Scout advancement and program emphasis. (This award is intended to recognize Scoutmasters for their service before they are eligible for the Scouter's key.)
  • Requirements:
    1. Be a Scoutmaster with at least 18 months’ tenure as Scoutmaster
    2. Achieve Quality Unit Award at least once in that same 18 month period
    3. Complete Boy Scout Leader Fast Start training and Scoutmastership Fundamentals or the equivalent
    4. Have a record of proper use of Boy Scout advancement resulting in a majority of unit Scouts attaining the First Class rank
    5. Have a record of developing boy leadership using the patrol method, maintaining positive relations with chartering organization, employing an extensive outdoor program including strong summer camp attendance, maintaining and promoting a positive image of Scouting in the community, and operating a troop which attracts and retains members
  • Nomination of Scoutmaster must be made by troop committee chairman and include: a list of Scouts who have attained First Class during his tenure as scoutmaster, statements from the SPL (on behalf of the PLC) and the committee chairman attesting to the Scoutmaster's performance.

Name: (District) Award of Merit

  • Purpose: To recognize Scouters who have rendered outstanding service to Scouting at the District level

    1. Be a registered Scouter
    2. Have rendered significant service to youth in Scouting, outside of Scouting, or both
    3. Be recommended for the award; nominations are not made public. The award must be approved by the District Award of Merit committee and by Council. A District may present 1 award per each 25 units or fraction thereof. Awardees are announced publicly at the annual district banquet.

Name: Silver Beaver Award

  • Purpose: To recognize Scouters who have rendered highly significant service to Scouting at the District level

    3. Be recommended for the award. Nominations are not made public, and nominees are not notified. Awardees are notified at an appropriate time, usually the Council annual banquet.

Name:
Distinguished Assistant Scoutmaster Award (Longhorn Council only)

  • Purpose: To recognize noteworthy tenured service given to a unit....
  • Requirements:
    1. Be currently registered as Assistant Scoutmaster and have served in that position for a minimum of two continuous years (24 months)
    2. Complete training in current Longhorn Council Youth Protection Program
    3. Earn the Scouter’s Training Award
    4. Serve in a unit which has achieved the Quality Unit Award at least once during nominee’s 2-year tenure
    5. Exemplify a role model in living Scout Spirit by haveing given noteworthy service reflecting leadership, responsibility, and humility in promoting Scouting for all youth, regardless of race or creed
    6. Fulfill the duties of Assistant Scoutmaster as assigned to the New Scout Patrol, Traditional Patrol, Venture Crew, or Varsity Team, or any combination thereof by completing 6 months or more of the following, as certified by the Scoutmaster and the Unit Committee Chairman

    a. Be responsible to the Scoutmaster for New Scout Patrol, Traditional Patrol, Venture Crew, or Varsity Team, keeping Scoutmaster informed of their activities and progress

    b. Work with Troop Guide, Patrol Leader, Crew Chief, or Team Captain and counsel him on performance of his duties

    c. Meet with parents of new members to explain their role in support of their son and the activities and programs of the unit

    d. With at least one other adult, attend functions planned by the patrol, crew, or team

    e. Using the BSA advancement program, show that at least 80% of members of New Scout Patrol or Traditional Scout Patrol attain rank of First Class within 1 year of their joining (attach records to application)

    f. Assist as needed in coordination of resources for a minimum of 4 outings

    g. Conduct advancement conferences as needed with Scouts, if so assigned by SM

    h. Assist as needed in recruiting experts who can instruct specialized skills or advise crew/team members where to locate resources/leagues for programs

    i.. Work with Den Chief(s) and Webelos leader(s) to encourage and facilitate Webelos to Scout transition

    7. Complete 3 or more of items below, as certified by SM and Committee Chairman:

    a. Participate in development of boy leadership through patrol method

    b. Maintain a positive relationship with unit’s chartered organization

    c. Participate in minimum of 50% of all unit outdoor programs including 1 long term summer camp

    d. Participate in unit operations which attract and retain members for more than 1 year

    e. Attend 10 or more district roundtable meetings

Name: Distinguished Commissioner Service Award

  • Purpose: To upgrade Commissioner Service by recognizing those Commissioners who provide effective and notable service in promoting a quality Scouting program
  • Requirements:
    1. Complete Commissioner training and earn Scouter's Key for Commissioners
    2. Actively serve as Commissioner for 5 consecutive years and be currently registered as one
    3. Recharter 90% of units in your service area for past 2 years (applies to Council Commissioners, Assistant Council Commissioners, District Commissioners, Assistant District Commissioners, and Unit Commissioners)
    4. Assist units so that more than 50% in your area earn Quality Unit Award for a minimum of the past 2 years
    5. Roundtable Commissioners and Assistant Roundtable Commissioners must conduct at least 9 roundtables per year for the last 2 years, instead of meeting Requirements: 3 and 4.
    6. Must be recommended by Scout Commissioner or District Executive

Name: Distinguished Eagle Scout Award

  • Purpose: To recognize adults who earned the Eagle rank at least 25 years earlier and who have distinguished themselves in their life work and who have voluntarily shared their talents with their community (service to Scouting is not required)
  • Requirements: Nominee must be recommended by a group of adult Eagles in the Council. NESA usually does this, but it may come from others. Nomination is sent to Council NESA Chapter for processing and forwarding to National Headquarters.
  • Insignia: Pendant with ribbon, miniature pin, charm for wife
  • Worn: Pendant on ribbon worn on formal occasions, miniature pin worn on Eagle knot or as tie-tac, lapel pin

Name: George Meany Award

  • Purpose: To recognize adult labor union members who have made a significant contribution to youth of their community through Scouting. This is a national recognition approved by the AFL-CIO Executive Council.
  • Requirements: No specific requirements: a maximum of one award is issued annually per City Central Labor Body plus one for each State Central Labor Body. Application should describe nominee's qualifications. Consideration is given to those who have done such things as: brought Scouting to more youth; assisted in recruiting Scoutmasters or other key leaders; completed full training in the Scouting skills and are outstanding role models for their personal sense of responsibility, humility, and ability to set a good example; have made a significant contribution to Scouting in the field of labor relations; have led in promoting Scouting for all youth regardless of race or creed, and have been instrumental in organizing Scouting units in the inner city.

Name: Whitney M. Young, Jr. Service Award

  • Purpose: To recognize volunteers who have made outstanding contribution through Scouting to low income urban/rural youth; may be awarded to units
  • Requirements: Nominee must have brought, or significantly im-proved, Scouting to urban or rural youth; must be nominated by Council, screened by Council, and approved by National Urban/Rural Field Services subcommittee.

  • Worn: Civilian wear only; if awarded to a unit, award should not be worn unless individual was personally involved.

Name: Organizer Award

  • Purpose: To recognize people organizing Scouting units

SERVICE RECOGNITIONS - UNITS

Name: National Quality Unit Award (replaces Honor Unit Award)

  1. Purpose: To recognize units that have maintained an outstanding Scouting program for the year; may be re-earned each year
  2. Requirements:
    1. Unit leader (CM, SM, Post Adviser, Team Coach) has completed appropriate Fast Start Training and Cub Basic Training or Scoutmaster Fundamentals.
    2. Unit must have one or more registered active assistant leaders.
    3. Unit committee must be active, having at least 9 meetings per year; committees of troop, post (where applicable), or team must hold minimum of 2 boards of review and 2 courts of honor per year.
    4. Complete 3 more of following: conduct a service project; have either 50% of Scouts advance a rank or a 10% increase in rank advancement over previous year; 50%+ of Scouts subscribe to Boys' Life or a 10% subscription increase over previous year; 50%+ Scouts participate in 10 nights of camping in the year; recharter with increased number of youth over previous year.

PROGRAM RECOGNITIONS - YOUTH

Name: Hornaday Award: Badge, Bronze Medal, Silver Medal

  • Purpose: To recognize distinguished service in conservation
  • Requirements: Do all work under the guidance of a local conservation agency or professional, or with a qualified layman in conservation. Work will take at least 18 months to complete.
    1. Earn Environmental Science merit badge. From list of qualified merit badges, earn 1 additional merit badge for Hornaday Badge, earn 2 additional merit badges for Bronze Medal, earn all 3 merit badges for Silver Medal. Qualified merit badges are Forestry, Soil and Water Conservation, and Fish and Wildlife Management.
    2. Earn at least 3 more badges from the nature and conservation merit badge group: Bird Study, Botany (discontinued as of 9/94), Geology, Insect Life, Mammals, Nature, Oceanography, Reptile Study, and Weather.
    3. Plan and carry out, under the guidance of the conservation adviser, local projects in energy conservation and air or water pollution control, and a project in 2 other of the following areas: soil and water conservation, fish and wildlife management, and resource recovery.
    4. Carry out projects that influence other people to understand and undertake conservation work and/or objectives.
    5. Submit a resume covering a summary of the local projects, and a summary of the efforts to influence others to practice conservation.
    6. Complete Hornaday Award application and submit to Council.

Name: World Conservation Award

  • Purpose: To recognize efforts to understand and improve our environment
  • Requirements: Cubmaster’s signature on application signifies that Cub Scout has completed achievements and activities appropriate for the boy’s current rank:
    • Wolf -must complete Achievement 7 plus all arrow points in 2 of the following 3 electives: 13, Birds, 15, Gardening, 19, Fishing, and participate in a den/pack conservation project in addition to other requirements.
    • Bear must complete Achievement 5 plus all arrow points in 2 or the following 3 electives: 2, Weather, 12, Nature Craft, 15, Water and Soil Conservation, and participate in a den/pack conservation project in addition to other requirements.

Name: Keep America Beautiful/Hometown USA Award

  • Purpose: To recognize outstanding efforts of Scouts in their communities with regard to citizenship and environmental improvement
  • Requirements:
    1. Earn 3 of following merit badges: Citizenship in the Community, Communications, Environmental Science, Fish and Wildlife, Forestry, Gardening, Geology, Landscape Architecture, Nature, Plant Science, Public Speaking, and Soil and Water Conservation.
    2. Perform a community service project for a minimum of 8 hours, of which 2 hours must involve management planning and 6 hours must involve carrying out the project. The project should help keep American beautiful and benefit the community either physically or financially.
    3. Complete the application.
  • It is suggested that the community service project be under the overall direction of a natural resources professional or other qualified adult supervisor. (See packet for suggestions.) After completing the project, the adult supervisor should sign a statement indicating the project has been completed and meets the Requirements: of the project sponsor.

Name: Worth Ranch Scout or SR2 Scout (Longhorn Council only)

  • Purpose: To provide a challenging experience for an older Scout (i.e., one who has attended camp for several years) with a review that tests his expertise in all basic areas of the summer camp program
  • Requirements: Complete all of the following during the 5-6 weeks summer camp is in session:
    1. Swimming: demonstrate the following strokes in good form: sidestroke, elementary backstroke, American crawl, and breaststroke.
    2. Lifesaving: show in good form the reach, throw, and go water rescues.
    3. Canoeing: by yourself, properly launch and paddle a canoe over a designed course showing basic canoe strokes.
    4. Rowing: Porperly row a rowboat over a designed course showing pivots, sculling, backwater, and rowing a straight line.
    5. Rifle and/or shotgun: demonstrate an understanding of range safety procedures and shoot at least 2 qualifying targets from the prone position (rifle) or hit at least 12 out of 25 target rounds.
    6. Archery: demonstrate an understanding of range safety procedures and shoot at least two qualifying targets at the medium range.
    7. Pioneering: properly tie and identify 10 knots and the square, diagonal, and shear lashings.
    8. Nature: identify (in the field) 15 species of wild plants. This should include trees and edible plants.
    9. Astronomy: identify in the sky at least 3 constellations.
    10. First Aid: earn the First Aid merit badge; if you already have it, review the First Aid skills with the Camp Health Officer.
    11. Instruction: Aid in the instruction of at least one merit badge for at least 1 hour per day during the week. See Program Director for merit badge class assignment.
