Recharter Online

Online Charter Renewal

A representative of each unit can now complete the paperwork for renewing a charter online. From Internet Rechartering, you can indicate returning members, add new members, and update information for an individual or the chartered organization. The system has been tested in targeted districts in several councils, including the Longhorn Council, and it is very effective. PLEASE READ AND FOLLOW THE DIRECTIONS AND SCHEDULE BELOW.

SCHEDULE - When you can recharter online.
The UCRS system is not available from 9 PM Saturday – 6 PM Sunday, each week due to routine maintenance. Only those returning users who have already begun the recharter process will have access. On some occasions, large system upgrades will cause the entire system to be unavailable for an entire weekend.

Getting Started

The Commissioners in each District will offer yearly training meetings for the Unit Charter Renewal System.

Each unit must select an adult to be its renewal processor; this adult must attend the training.

Here is how it works:

  1. At least sixty days before your unit’s expiration date, select a renewal processor. The renewal processor attends the district UCRS training. The renewal processor will receive the Charter Renewal Packet with the UCRS Access code.
  2. Beginning 60 days before the unit’s expiration date, the renewal processor will have access to the Unit Charter Renewal System. (Refer to chart below)
  3. When the online process is completed, the renewal processor prints the completed charter renewal application.
  4. The unit leader and the chartered organization representative sign the charter renewal application. Bring the application along with the material you received in your recharter packet (such as the Quality Unit application), and all appropriate fees and applications to your district’s charter turn-in meeting

The unit selects an adult to complete the online process. This adult "renewal processor" uses the access code to log on to the Internet Rechartering Web site. You can selecting to start the process with current BSA ScoutNET data or you can use data from unit-management software like Troop Master or ScoutMate. At any time, the renewal processor can suspend the electronic rechartering process and return later to the last completed screen.

The Unit Charter Renewal System (UCRS) lets you enter new members, renew current members, and update information for any registrant. When completed, the new unit roster is submitted to ScoutNET and a Unit Charter Renewal Report Package is printed. This package includes the unit charter application. The unit will acquire the proper signatures for the charter application and send it to the council, along with the rest of the package, all new youth and adult applications, and all fees. The fees are the the same: the $20.00 Charter Fee, $10.00 per person Membership Registration Fee ($15.00 per person after January 1, 2010), $12.00 per Boys’ Life Subscription Fee and the $1.25 per person Insurance fee.
