WEEKEND CAMPING
Unit Camping: use the
LCRS reserve specific campsites, facilities, and equipment instantly at each Longhorn Council camp.
NOTE: if campsites, facilities, and equipment do not appear in the LCRS for a given weekend that means they have already been reserved for that weekend.
District Events, Training Events, and Camporees: Submit a paper Weekend Camping Reservation Form to the Camping Registrar. The LCRS may not be used to reserve camps for District and Training events.
Online reservations for unit camping, once submitted, are immediate. Paper reservations (for district and training events), once they are received, must be checked, approved, and entered into the online database by the Camping Registrar before the reservation is complete.
Pack Family Camping: requires one adult certified in BALOO, the Basic Adult Leader Outdoor Orientation, to be present at all times. Camp Rangers cannot allow a Pack to camp without a BALOO certified leader onsite. Rangers cannot give any exceptions to this BSA policy. Packs are NOT required to have a BALOO certified adult present at council family camping events at the camps.
NOTES: At this time, paper reservations may still be used for unit camping requests. On the paper form, units may request a campsite; however, the actual assignment of campsites will be made by the Camping Department. Units using the LCRS online system may reserve specific campsites directly.

The new BSA Tour Plan replaces “local and national tour permits” effective March 1, 2011. The online tour permit system is suspended. Tour Plans must be submitted to Patricia Phillips at the Longhorn Council office. The plan is available at Tour Plan - Fillable Form.
The definition of the tour plan in the Language of Scouting is:
"Units complete this form when planning for local, national, or international adventure. The plan helps ensure the unit is properly prepared, that qualified and trained leadership is in place, and that the right equipment is available for the adventure."
How to Complete?

The council is the reviewer of all tour plans

BSA regional or national review is no longer required for trips over 500 miles.

The tour plan consists of a tour planning worksheet to be completed by the unit/contingent. It is retained by the council and a tour plan is returned to the unit after processing.

There is a 21-day advance notice requested for units to submit the plan for your review.

A single point of contact (not on the tour) for council use is included.

When must you submit a tour plan?

Trips of 500 miles or more

Trips outside of council borders not to a council-owned property

Trips to any national high-adventure base, national Scout jamboree, National Order of the Arrow Conference, or regionally sponsored event

When conducting the following activities outside of council or district events:

Aquatics activities (swimming, boating, floating, scuba, etc.)

Climbing and rappelling

Orientation flights (process flying plan)

Shooting sports
-
Any activities involving motorized vehicles as part of the program (snowmobiles, boating, etc.)

Council requirements.

What is not changed?

Requirements for qualified supervision, training, Youth Protection, insurance, etc., remain unchanged. For example, CPR & Wilderness First Aid requirements for high-adventure camps.
